Constructive Interference Model

CIM: the operating mechanism

Five capabilities that design, build, run, protect and coordinate the Operating Model. Design, Build and Run form the lifecycle; Shield and Volley operate across all of it, feeding back into Design and Build.

How CIM evolved from four functions to five

Earlier BlueHour documents describe four CIM functions. CIMVolley was added later. The history is kept visible here rather than rewritten.

WhenWhat changed
2024–2025Four CIM functions: CIMDesign, CIMBuild, CIMRun and CIMShield. One 2025 plan also used the name CIMProtect for the protective function, describing CIMShield as part of it.
October 2026BlueHour60.com describes the MOM delivery lifecycle as Design, Build, Run, Guard and Value. "Guard" there corresponds to the CIMShield function; the naming is listed as open for reconciliation.
1 November 2026BlueHour adds CIMVolley as a fifth CIM capability for coordination, escalation and accountable execution. This site presents five capabilities as current and keeps the four-function history visible.
